Hmmm. Not trying it out is a bummer. Since you can get a lemon with ANY brand.
You DO however get to choose the brand?
Since it's a grant I'm assuming that custom clarinets are NOT going to be included so that probably rules out the custom clarinets such as Rossi/Eaton/etc. (which most of them are great right off the line). God. That's a tough one . . .
Probably just the stock R13. Any tech will know how to work on it. And you'll be able to find ANY accessory for it. And you may want to look at getting it brannenized with your own money (which will bring it to it's top playable condition) - (also, assuming that this grant allows you to modify whatever they purchase for you).

You may be able to help determine where the clarinet is purchased - within budget of course. If so, we might be able to help steer you toward dealers that can do a bit of culling for you.

lol. I got to him VIA instant messenger. I took the route as though he would only be allowed to purchase the instrument, without trial, and without any subsequent work done on it. So I figured Rossi would be best since it comes all tuned up straight from the factory.

I believe it was stated, " I am applying for a grant.." which is a lot different than having the money in hand.

I read the grant app while conversing w/ Sorry Thinking:
"Our policy is to first identify a previously owned instrument in perfect playing condition. If such an instrument is not available, the Foundation will then purchase a new instrument for the recipient.
...
We do not make cash awards. Grants of new instruments typically range between $500 and $10,000 in retail value. Please note that delivery of instruments, if awarded, can take up to four months."
I like their policy - they're being smart with their grant dollars by looking for used rather than new, and keeping a maximum of 10K foir a new instrument. For those people on violin or 'cello, 10K brings them a usable new instrument, good enough to get them into college (but by the time they finish college they're looking at 30K for the next level instrument). So, I think that the folks in charge of this grant are more looking at a used but well-reconditioned R13 rather than a new Rossi ...
