I just read a review of a performance of this piece and the reviewer says that while Bernstein wrote the piece, it was orchestrated by Lukas Foss. Is there any truth to this or is it just an unsubstantiated rumor?

As the ad says "... ahh, not exactly."
Lukas Foss is responsible for a newer orchestration of this piece; the reviewer probably said that Foss orchestrated the version Elmo heard.

On this piece, I hear a smattering of West Side Story and On the Town in his orchestration and voice leading. As for the chart itself, I've always felt it never a notable clarinet showcase piece ... brilliant work; exciting and challenging for the band to play but just not much going on in 2/3s of the clarinet part. However, the biggest tip off to me it's intentional is in the notes where there's a reference to the "composer suggesting the clarinet be slightly/lightly amplified". More genuis from the master. v/r Ken

The original commission for this piece came from Woody Herman, but Goodman eventually did the premiere performance and first recording in the early 50's after Herman, in 1949, disbanded his Second Herd.
Foss' arrangement was done in 1998...GBK

Symphony orchestra. The strings do the sax part (very nicely, too!)

I played Bernstein's "Prelude, Fugue, and Riffs" for Lenny with Lucas Foss conducting the Brooklyn Philharmonic. The performance was at the Brooklyn Academy of Music (BAM) in the newly constructed Lepercq Space.
Lucas augmented the usual orchestra personnel with a sax section, some rhythm section guys, and a few of Lenny's friends.
The concert featured some of Bernstein's theater pieces, and, I believe, Lenny suggested the "Prelude, Fugue, and Riffs" because he liked the piece so much. Lucas, at that time didn't know the piece, but learned it quickly at the rehearsals. I assume Lucas liked it well enough to re-orchestrate it in the late 1990s for orchestra.
Bernstein seemed to get a kick out of the way we played the piece. I got a big hug (a Bernstein favorite), and he signed my clarinet part, "BRAVO, Lenny Bernstein." Later, he said, "Thanks, you got it right," and he gave Lucas a big kiss. Lenny was always bigger than life!
