I am looking into buying a barrel for my R-13 and have narrowed it down to these two...What are the major differences between the Chadash and Pine 4++ barrels? Does anyone play on these barrels? Are there any other barrels that I should try first before deciding? What are the differences in those barrels?

Barrels are like clarinets - no two the same.
Both these manufacturers are well known and respected. Whatever works best for you will be the "best" deal.
There's a number of other manufacturers (check the Equipment/Mouthpieces, Barrels, and Ligatures section here on Sneezy, but that could drive you crazy!

Most clarinetist I know that play R-13s use the chadish or moenneg barrels. Pine's barrel may require using his custom mp for best results. His mps have a great reputation, by the way.

It is the best to ask the manufacturer himself. It seems necessary to ask him even a suitable barrel length and of course whether you can try a few.
As to Pyne, the info link is given as a sponser page. As to Chadash, Greg Smith once posted his phone number in this BBS, provably early November.
I like my Chadash with Greg Smith mouthpiece.

For an R-13 barrel I would also consider the barrel made by Clark Fobes (which plays as beautifully as it looks) and the Scott barrel.
The Scott is an inexpensive barrel ($35 at Muncy) and is made from a nylon type material. The Fobes is just slightly more expensive than the Buffet Moennig or Chadash barrels. What a beautiful wood and the silver rings are classy. I found that I tuned better on my R-13 with the Fobes and the Scott.
Which stands for TRY MANY BARRALS and pick the one that works for you. ClarinetFest will be a great time to "play" and pick one.

My daughter plays an R-13 with a Pyne 1+ barrel and an M-13 mouthpiece. After trying several other kinds, I called Pyne, told them her set up and they sent what they recommended in a couple different barrel lengths. We got four barrels in two different lengths and she picked the one she liked best. They never implied she should use their mouthpiece but they do offer a deal if you purchase both a mouthpiece and barrel at the same time.

Just be careful with Pyne... sometimes (most often) you sacrifice pitch for tone... his mouth pieces tend to be very flat in the throat register... barrels probably the same...)
