I can't say for any NY shops, but most techs have a minimum "bench charge". Normal adjustments usually run a flat fee and price per pad is additional. My fee for a adjusting a clarinet it $39 and if I have to replace two pads, well that's $6 each. So, you could look at it as "I got two pads and that guy charged me $51" or "I just got my entire clarinet worked on and two pads replaced for $51". I tear down the entire clarinet, oil the bore and wax the body, clean all keys (not polish, just clean), lubricate keys, checking key height, replacing key cork as needed for voicing or just replacing cork that has fallen off, play test the instrument. Now, I think that's not too bad for $39. It takes longer than an oil/filter change at the local Jiffy Lube and doesn't cost that much more.

Let us not slather derision on the NYC repair crews... they have tremendously expensive overhead to maintain.
I think the greater likelihood is that they charge a "Bench Minimum" price to look things over.
Most of us Americans don't value maintenance and will defer service until absolutely necessary; this leads to repair personnel finding ways to cover their costs for 'minor problems'.
The way I look at it, anything worth doing takes three hours...
four if you need to lace up skates.

It is also general practice, and not just in NY, that the "superb" technicians will charge the bench rate if they've never seen your horn before, and will cut you a break or do it as a courtesy if you are a regular or particularly if you had an overhaul on the instrument done there.
How much would it cost to have a plumber plunger your sink or an electrician change a fuse? Both are 5 minute jobs that don't exactly tax their skills, but they still charge off the rate card.

Perzakly.
I can't stand the moaning and wailing about the dearth of qualified repair techs - the same people gasp when asked to pay a living wage for these efforts. Wan't to make money fixing things?
Make certain you're repairing something people won't want to be without.
Insane money is spent on car stereos in the US of Affluence.
20 bucks is considered expensive for a quarterly oil change.
Go figure how JY and Roberto stay open!
