what is the use of it?

It takes you to the altissimo register.
By the way, how do you pronounce "sömeone?"

It acts as a second register key. If you have access to "The Clarinet" (journal of the international society of clarinetists), there was an excellent article by Michael Webster in the June, 2003 issue explaining how/why it works (it also works on Bb clarinet, BTW).
