I don't know about the forward part but pulling the chin down helps the student to get the embouchure muscles in the proper position to work correctly and give a good sound. It also helps prevent the student from rolling too much of the lower lip over the teeth.

Who said that? Look at a picture of Johathan Coehler. He does quite opposite. I recommend you to read Keith Stein's "Art of Clarinet Playing" and see Keith's picture. There he explains more concretely about emouchure not like such a stereo type instruction.

David Pino's book "The Clarinet and Clarinet Playing" said "move the jaw lower and forward" in page 55(10th line).

Careful with pictures. Jonathan's a friend of mine, and the pictures he has on his CDs again are more for art, not for study. He looks a bit different when he's playing ...

As my clarinet teacher would say "STRECK YOU CHIN!! NO DON'T STOP, JUST STRECH IT!!!" but i do agree with him, it does help the sound to strech down, but defenetly not forward. that would make the clarinet flare out and make more of a 45 degree angle instead or a 30 degree angle.
