 key repair and community service

The keys that my left and right pinkies control open too high, so its difficult to control them sometimes. does anyone know how I could fix that myself?
Also, I'm interested in learning instrument repair. How could I learn? I have this plan to fix up old instruments and donate them to the poorer schools. Each kid who got an instrument would get a free lesson from my highschool friends. Is this at all feasable? any tips?

It is a little ambiguous.

Do you mean that all 4 of the pads open too far from the tone holes? If so, what in your estimation is "too far"? Many professional players have these opening quite a long way for the clarity it gives the notes. As for the distance fingers travel.... have you considered that trumpeters have no trouble playing very fast, and their fingers travel considerably further than the key travel on clarinets.

Or do you mean that there is unproductive movement of one key before it operates another?

Or do you mean that the 'touch-pieces' are positioned too high for your particular hands?

Altering this area of a clarinet can be quite a complicated operation, depending on the exact situation and the make/model. It is by far the most complicated area of a (standard) clarinet to work on, and what you ask for is really beyond the scope of forum communication, and beginner technicians.

Some technicians, like myself, are self-taught.
Some have done an apprenticeship in a repair-shop.

Our local university, which has a well respected music education program, offers a one week instrument repair course in the summer designed for school band directors. I hope to take it one of these years, time permitting. You might look around your area for something similar as a starting point.
