I was a bit shocked when my local music store told me that they did not carry E11's or R13's. They instead strongly pointed me towards the Festival and International. Needless to say I was a bit skeptical but not being 100% sure I thought I would just ask. Are these two models as good and what are the key differences?

Local music stores are a bit expensive to begin with. I would try someone like Weiner Music or Woodwind and Brasswind, or some other discount music store. They would have more selection and cheaper prices. Even buying used instruments that you know are in good condition is a good choice. Only downside is that you can't try out the instruments.
Festival is not a good instrument for students, as I posted in another thread. It has an alternate Eb/Ab key that even some professionals don't use. That would just confuse the students more.
I can't remember what the differences are in the International are.

Like every model within the Buffet line (and other brands as well) there can be great variation instrument to instrument.
If you happen to find a good Festival at a price you're comfortable with, there's no reason not to grab it.
"The Festival is not a good instrument for students [because of the] Eb/Ab key"??
It's very easily removed. All you need is a screwdriver.
