For both instruments you read treble clef as on soprano cl.
The contra-alto sounds an octave and a 6th lower than written and the contra-bass, 2 octaves and a tone.

Search for the earlier thread on how to transpose Bass clef music for baritone sax. It's rather simple, and of course also works with any Eb-pitch Clarinet, should you ever need or want to play a Bass-clef part.
Regards,
John

Welcome to the wonderful world of the contra alto. The practical answer to your first question (what clef am i playing off of?) is both treble and bass. Because you will find few parts written for the Eb contra alto (in the treble clef), you are likely to play some alto clarinet or baritone sax parts in the treble clef and some bassoon, tuba or even string bass parts in the bass clef. Thankfully, tranposing from bass clef is quite easy (add three sharps/subtract three flats, as the case may be, and read as if written in treble clef). It is a GREAT instrument.
P.S. Do a search on this BB and you will find a wealth of good advice on reeds, embouchure and other topics of interest regarding the contra. Good luck!
