UNT is probably the most prestigious by a wide margin. It's very respected.
UT Austin is also very good, as is Rice, especially from a clarinetist's viewpoint. An amatuer college of mine studied with Richard MacDowell at UT Austin and has said he's a great teacher. David Peck (principal of Houston Symphony) is on the faculty at Rice and is supposed to be very good.
Texas A&M-Kingsville, where I went, is also quite good. The clarinet professor there, Dr. Nancy King Sanders, is by all accounts an excellent teacher, though some find her intimidating (she came on board after I left so I never studied with her).

So, of course, is Mike Webster, a particularly fine player and reputed to be a very fine teacher.
