The rings on my lower joint were getting stuck this morning when I pushed them down, so I would have to manually push them back up. I tried to loosen the screw that holds them in place, and it is stuck- and I dont know what to do. I am hoping to loosen the screw myself because I need my clarinet early tomorrow and no repairman around me (out of the many in Miami) do immediate repairs. This would mean not getting back my clarinet till day(s) after I bring it in today. My plastic clarinet is at this moment getting 2 pads replaced(darn things came loose and I just got it a year ago- a Selmer 1401, so I can forget using it as a backup in this case).
Can someone please tell me how to get it loose?

Bradley,
Put a drop of some sort of penetrating oil or key oil on it (both ends) and let it soak in for an hour or so. That should free it up. What you described is what happens when old lubricant dries up and /or becomes contaminated with dust. The parts will eventually have to be taken apart and cleaned /lubricated the right way. What I recomended should get you going "right now" but as a temp only.
