Just ligature, not cap. At least mine didn't, I ordered from WoodwindandBrasswind.

I got a bass cl. ligature when I ordered a bass clarinet mouthpiece directly from Bay (he sent the ligature and several mouthpieces on trial). There was no cap. I use the cap that came with a Rovner ligature. It's not a great fit, but it works. Again, I'm only talking about bass clarinet.

Bay makes separate caps, almost as elaborately engraved as the ligature, and damn near as expensive. I've never seen them sold together. IMHO, save your money.

Best regards.
