It is in my book # II, of the "Orchestral Excerpts from the Symphonic Repertoire", compiled by McGinnis, published by the International Music Company.

Since 1996, The General Agreement on Tariffs and Trade (GATT Treaty) has restored copyright protection for many former Soviet and Eastern block composers. Most of Prokofiev's works are now rental only.
The only way to acquire a part is if someone is willing to sell you second hand copy of their (now out of print) part.
You could also check a college performance library for older copies of scores/parts.
The excerpts of Symphony #1 are in the standard orchestra excerpt texts (Bonade, International/McGinnis volume2)...GBK

If it's in Volume II of the International Excerpts, jump to woodwind.org classifieds. There is a copy listed for sale under sheet music.
