The Weber/Capps book and Martin Schuring's ASU website are both good on this...don't know about bassoon, but english horn reeds are just like oboe reeds, except they're not. There are a couple of key differences (see the above materials)...EH reeds are less refined and more forgiving, but you still have to know exactly what sound you are trying to achieve to get a good sound. Oboe reeds are harder to make well in my opinion. My assumption is that bassoon reeds may be even easier since they are even wider, but that's just a guess.
