You have touched a difficult question which is why no one wants to answer you.
Problems in the low register can be caused by air leaks in the pads in any of the pads before the low C pad.
Problems also can be caused by the reed. Any oboe reed you play on has different playing characteristics. Generally you try to find a "compromise" reed that plays well in all registers. For low notes you put less reed in your mouth and play the tip (don't go overboard on the less reed thing).
French scrape has a large area scraped, German scraped reeds as a "U" shaped area scraped and most left unscraped. I find few German scraped reeds around now days; they tend for me to be difficult to control but they have a tonal quality that can cut through an orchestra (not loudness but tonal color).

Have another oboe player try their reed on your oboe to see if there are air leaks---repair shops always find leaks. That is how they can afford the SUVs they drive.

In oboe reed scraping books they can tell you what areas of the reeds affect high and low registers.
