Are the two Eb/Bb the same positiion (along the length of the bore) and size on high end clarinets? They are "the same" on my Noblet 40, but the bis (left) Eb/Bb is higher and smaller on Yamaha YLC-250, which gives it a less clear tone. Are the two supposed to sound the same?

Every make of clarinet varies on this point.
There is no right or wrong, it's a matter of design choice.
It could be that sometimes one is optimised to provide a better high register note and the olther a better low one.
Also there can be times when the option to choose between a brighter and a less bright sound can come in handy.
Overall however their use is dictated mainly by the technical facilities each offers in different passages e.g. chromatic vs diatonic etc or the flow of an arpeggio.

My sliver Bb/Eb offers slightly more resistance than the standard fingering. It makes it easier to sneak in on the first Bb in Concertino (Weber) for example.
Other than those exceptions, I typically just use for trilling when I get tired and want mix things up a bit.

The two fingerings can sound different on any clarinet, even the same make and model. And they can sound different for the Eb and the Bb. So it really depends on your instrument. If it isn't a clear sound and looks low it's easy to "bend" up a little. No two of anything is the same for clarinets.

Buffet have the side and cross Eb/Bb tomeholes in slightly different positions and sizes - the side Eb/Bb tonehole being placed lower down the bore and larger in diameter than the LH3 Eb/Bb tonehole (which is positioned slightly higher and smaller in diameter).
On a Selmer CT for example, both toneholes are in the same position along the length of the bore and are both 6mm in diameter to give the same pitch and tone quality to the note using both fingerings.
