I heard at State Solo and Ensemble from a clarinet professor that LeBlanc supposedly made a Low C Bb soprano clarinet. My band director said that he wanted to buy one for me to use my senior year. Can anyone tell me the model of such a clarinet if they know?

Not sure about Leblanc - they definitely made the A basset clarinet (as do Selmer and Buffet) but no longer do and never made any Bb basset clarinets that I'm aware of.
There are some Bb basset clarinets on the market - Stephen Fox converts existing instruments (extending the existing lower joint) and also makes the entire lower joints only to go with your existing clarinet's upper joint and also makes the complete instrument. Howarth offer lower joints for Bb and A instruments to convert regular instruments into basset clarinets.

The late Marilyn Lauriente, principal clarinet of the Chicago Lyric Opera owned a Buffet Bb basset clarinet. The instrument is now owned by the Hubbard Street Dance Theatre, in Chicago. We (National Symphony) were privileged to borrow it for a performance of "La Clemenza..." some 10 years ago. Beautifully played by my colleague Paul Cigan to the delight of conductor Chris Hogwood!

A somewhat tangential question: Aside from "Titus"-Parto (and barring any modern works written for the instrument) is there any standard literature that calls for a basset clarinet in Bb?
