I have a Greenline R-13 (S.N. 40xxx) which works fine with the stock 66mm barrel shown in the photo. I also have a new VanDoren M13 mouthpiece which plays very nicely with the clarinet, but plays flat. An obvious (to me) remedy for this problem is to get a shorter barrel.
So far I have tried two new Buffet 64mm wood barrels and one borrowed 64mm Buffet Muncy barrel. The same thing happened with all three of these barrels: at the parts indicated by the red lines, the inner diameter of the barrel is a little smaller than the outer diameter of the joint, resulting in these barrels not closing against the joint, which defeats the purpose of getting a shorter barrel.
There are two obvious solutions: 1. Ream out the barrel a little bit to increase its inner diameter over the depth of the joint wood. 2. Sand down the outer diameter of the joint wood a little bit.
I did not want to ream out the new barrels because if it still plays out of turn, I will not need a 64mm barrel.
Based on caliper measurements of the outer diameter of the top of the joint (which is in the barrel in the photo), and the marked joint wood, no more than 1/32" would be removed from the diameter of the joint 'wood'.
Should a competent repair person be able to easily remove that much from the diameter of the joint (probably with sandpaper), or would this be a "take off the keys and mount it in a lathe" type repair?
Alternatively, is the proposed cure not worth the risk of damage.
Any advice would be appreciated.

A Greenline R13 would have a 6 digit serial number, not 5.

A competent repair person would be able to adjust the upper joint tenon, but I'm not sure I'd adjust the clarinet.
Custom barrels are reasonably priced and can be fit to your clarinet. Have you considered getting a custom barrel, like Backun?

Taking some timber from a barrel is a lot cheaper than buying a new upper joint. Just my .02 worth.

1/32" (or 0.031") is a heck of a difference are you sure you measured correctly?
Normally these problems require only a few thou. to be removed and I have never come across Buffet barrels of reasonably modern vintage that deviated much overall from their standard measurement.
Even my 1963 R13 barrel fits perfectly fine on a modern R13.
