I think she means open hole as in a non-plateau key oboe where all of the main keys that you fingers normally rest over are rings instead of solid silver pieces, sorta like a clarinet. I do not believe the fingerings are much different for an open hole oboe; if you look at the fingering chart in Barret's book, it's actually the fingerings for an open hole oboe which is pictured there.
