 difficult B3, C4 with piccolo

I have played the flute for almost 20 years and have no problems with pp high notes. I have just switched to the piccolo to match the needs of the orchestra where I am playing. After a couple of weeks' practice, I have no problems getting some reasonably soft (and well tuned) G3 or A3, but no such luck for higher notes (especially C4): I spit, I blow too much and no sound comes out. It's a disaster! I have tried to roll the piccolo in a little bit and that seems to work SLIGHTLY better. Any advice ? Thanks. Claudio
