Hi,
Oboes can be tuned ..... I had my Oboe adjusted during the first year of playing ... slowly identifying notes and issues. But this was my fourth instrument over 20 years and I am an experienced player.
However, since you are a new Oboist you must first rule out all other issues.
Get yourself a good teacher. Have him play the Oboe.
Many things can causes faulty intonation from reeds, embouchure, breath support etc ................
