Well, it's not as easy as it looks.
You swedge them to the right size. Often you have to replace the pads because they no longer line up. You still need to leave a bit of space so that they don't buckle.
I have seen teflon washers on an instrument that seemed to do the trick. Mr. Weber said swedging really isn't necessary since when you play, the weight of gravity pulls the keys down to the same location, but I'm not sure about that. I got all of my keys swedged and happy with the results. I think they help the instrument seal, since there's less give in where the keys can fall from side to side.
