On clipping the blades different lengths. . . this is a common practice amongst John Mack's students and one that he used himself. Most people play with one lip closer to the tip than the other. (This is different than "orienting to a lip.) If you cover more with your top lip, the longer blade would go on top and vice versa if you put more bottom lip on the reed. The longer blade ensures that your lip does not get caught in the opening of the reed since that makes a horribly nasty sound. It also helps that lip cover more since it's longer.
About the process of making one blade slightly longer. . . all oboists I know tilt the reed at an angle when cutting on the block. Instead of putting it completly parallel to the block, just raise it a bit and the bottom blade will be longer. Also much safer in terms of not slipping on the plaque and ruining a great reed.
I forgot. . . on the nail file thing. I've never heard of this or seen it. VERY interesting and I wonder why someone would want ragged edges. I don't even think I would attempt this. . . cane is expensive and not up for experimentation of that sort in my book
