I ain't sure what happens in the US. But my impression is that the American oboe vibrato is very subtle and sort of adds a bit of shade to the color of the tone. As for the European sound (if there is such a thing), there are still so many different schools. The French has a charactertistic direct vibrato which almost always starts at the starting the tone, but i have heard many recordings where French players don't really apply much vibrato. If you read Goosens book (although old school) you will understand that vibrato is a very subjective thing, and the application of it is subjected to the requirements of different musical aspects. In the book he mentions of slow and fast vibrato, slow being in the Brahms violin concerto and fast in Schubert's 'unfinished'. Vibrato is also a very personal thing and if you listen to many recordings of fine oboe players like De Lancie and Holliger, you will discover that although they know when to apply and when to not apply vibrato, their approach is easily recognizable after a few pieces, showing their individual and personal quality. Too much i guess is when it disrupts good intonation, and sounds rhtyhmical...really want to hear other's comments on this very interesting topic. Anyways here is an interesting article regarding vibrato:
