I think it is terrific that you want to have an oboe weekend! The bassoonists here do a one-day event, they play in a bassoon band (with a casual concert at the end of the day), have a masterclass with a bassoonist who is usually "brought in" for the occasion, sometimes they have a mock audition, and for lunch everyone who wants to tells a bit about their background and why they started playing - my son went for the first time this year and had a ball!
I'd get your teacher on board and count up all the students/amateurs in the area - you may want to piggyback with bassoons or clarinets to make it work. I admit I've thought about doing an Oboe Day for years and so far I've done nothing! I hope this works for you - let us know!
