Depends on:
1. The condition of the silver
2. The condition of the wood
3. How well it plays,
4. How much repair time it will need to get it into outstanding condition
5. The serial number.
I'd say an oboe of that vintage in mint condition with a good bore would cost somewhere around $4,000, but chances are closer to $2000 assuming it has wear, needs pads replaced, and is in somewhat used condition.
