Well, I've never lived in either place, but that won't stop me from voicing my thoughts. I've lived in Washington State, on the wet side of the mountains, but I've visited Wenatchee. And I pass through Yreka rather regularly on my way to my parents' place in Portland.
Both Yreka and Wenatchee are on the dry side of the mountains (Siskiyous/Coast Range for Yreka, Cascades for Wenatchee) so I don't think it will be that much different from Southern California. The landscape around Yreka always reminds me of where I grew up (Ft. Collins, CO) and it was pretty dry there--13 inches of rain a year, kinda like Escondido! The big difference will be winter--it will be cold enough to snow in both places, but I think Wenatchee is considerably colder. That would mean more indoor heating, and more dry indoor conditions. So I would imagine reed-making would be a lot like summer/fall reed-making in Southern California for much of the year....
