Good suggestions above. It could be a good idea to take the pad key off before soaking it though. Once it's cleaned do what I did for over 50 years of professional playing. My neck is in two pieces, I separate them and using my index finger I push a soft cloth, like an old hanky, and clean each half from both sides but inserting it and moving my finger around. I've used the same bass for about 48 years, never had to soak it because I kept it cleaned. If it's only a one piece neck try to get a swab through it when you stop playing.
