From my experience, the crayon smudges over as you rub it in. Normally I clean it away with spirits and a cotton bud or can skewer so as not to damage the horn. I do not believe it bleeds (leaches) but gets smudged in to the grain as a consequence of the re-stenciling.
My personal bend is not to oil horns even though there will be some controversy about that.
If I was to look at an order I would probably stencil first so that the oil did not limit the stencil crayons ability to bind with the horn.
