Not totally true: those endless scale and arpeggio patterns are occasionally broken up by a melody; sometimes this bit of melody is copped from Poulenc's duo, sometimes from Poulenc's sonata, sometimes from the slow movement of Rachmaninoff's second concerto, etc.

Mangani is to the art of music what a stock-photo of a businessman in a suit and tie is to the art of photography.
