Yes, that's how I understand "décomposer" too.
I guess "12" makes more sense than what I had thought he meant. It would be useful to have gotten a numbered key diagram with the book but it's obvious now that you mention it that you'd need the register key for those notes. There are other places, too, now that I look for them, where opening the register vent is so obvious that I never looked at the fingerings he gives and didn't notice that he specifies "12" in a number of them - several break crossings in the first etude use the same key.
