If the problem is only throat Bb (and maybe A and G#), you can try putting some thin tape around the top inside of the A tonehole (and the G# hole if the notes are *very* sharp). Use layers so you can add thickness gradually and test the result at each step.

You might also try a longer barrel, as Ken suggested. But if the rest of the clarinet is reasonably well-tuned with your current barrel, it may bring the middle chalumeau notes down more than you want.
