It's partly a matter of "voicing." If you tend to play with your tongue low and a large opening inside your mouth (Ahh or Oh syllable) it can be harder to get it to speak than if you form more of an "eee" position with your tongue.

But I wonder if a 2.5 reed on a VD 5RV might be just a little too soft to respond cleanly up there. I've never played a 5RV on an Eb, but I have on a Bb clarinet. An Eb clarinet can be more resistant than a Bb, so maybe the 2.5 is right, but you might try a #3 and see what happens.
