That's the broad arrow mark used to show it's government property and was a former military band clarinet.

I've seen it poorly stamped on the backs of the bells on'50s MkVI saxes and have some scrap Centered Tone joints with it badly stamped on them too.

Chances are it's a Bb, but one of the scrap CT top joints I have with the broad arrow mark is from an A clarinet - they were found in the Royal Marines Band instrument repair workshop parts bin collecting dust.
