It's published by Boosey but is still rental, so getting a clean part may be an issue if you want to stay legal. I'm sure you've already looked and found that neither Kalmus nor Luck's has reprinted it yet (since it's still protected) If you're near a university with an orchestra, they might have a set of parts with clarinet parts that are cleaner than what you have. If so they might allow you to come in and Xerox them. Or a local symphony orchestra. I know that's not much help.
Another alternative that's a pain in the neck would be to scan the worst parts into a graphic editor and clean out the garbage electronically. Even MS Paint will do. Then print out the cleaned version. It might be worth the effort if the part you have is marked up enough to be unreadable through the markings. I assume they're not easily erasable.
