Do not raise or lower your jaw. Good vibrato comes from good breath support. Take a good deep breath as if you are filling air into your stomach and waist like a balloon. In other words, you have to push your abdominal muscles forward, not inward, as you inhale. Your shoulders should be relaxed. After you have made your stomach and waist tight with air, blow the air through the flute more and less constantly slowly until you run out of breath. Don't move your lips intentionally. What you are doing is making the tone quality strong and weak back and forth, but the pitch shouldn't change. Try the vibrato very slowly and then gradually faster each day.
Hope this helps.
