What exactly is flutter tounging and how is it accoplished on the oboe?

Flutter tonguing is a way of making a buzzing noise with your tongue by holding it close to roof of your mouth and letting it vibrate. Italians and Spanish use this technique to "roll" the letter R. It's the same technique exactly but used to interrupt the air stream and make a buzzing note.
