Some things you can try are:
1. Turn the head joint in (less hole covered), a little bit. Play for about a week. Then turn it in more, and play for about a week. When it starts to get worse, start turning it out, a little at a time. You may want to mark the starting position with a felt tip pen, or finger nail polish.
2. Don't play tunes. Play long sustained notes, and change your embouchure while playing until you find the best embouchure. Start with a note that sounds best to you.
3. If you can, try other flutes, particularly other headjoints (by different makers). They are not all the same. I tried 15 to 20 headjoints before I found one that I was satisfied with.
4. Relax while you practice. If you are tense, your embouchure will be unflexible. You will succeed with practice and time.

When you are blowing through the flute make your mouth wider for lower notes and smaller for high ones. als blow faster for high notes and slower for low notes but not so slow that nothing comes out.
