What is the meaning of A3, etc. IS it the finger you use to make the note or the location of the note on the music staff? I cant find a resource to explain this to me.

I think it means the 3rd on the line above the staff. At least that's what it means at all cases to me in my fingering charts on clarinet.

The 3 represents the register or octave the note is in. A3 means the A note in 3rd octave or register.

Yes it does refer to the octave. However it may or may not refer to the octave on your specific instrument. Sometimes they use an "absolute" scale and that is based on the octaves of a piano.

the letter A stnads for the note A. 3 stands for the third hole or third note down.
