A couple things that might help:
First test the pitch of the reed's crow. Is it a good c?
I can play a high b or c crow but nothing sharper w/o problems.
Do you know about putting the mandrel in the reed and using pliers to squeeze the reed more open? You apply moderate pressure using needle-nosed pliers to a point about 1/2 way down the wrapped cane bound onto the staple.
Use caution to keep the pliers parallel to the narrow sides of the staple tip.
This may ruin a staple for re-use but in a pinch can help open a reed a bit.
I'd only do this on a well soaked reed.
