My first thought would be to check the lower octave key vent and see if there's a little bit of gunk in it. This means unscrewing the insert and that is best done with a special tool. If you don't have the tool, best to check with your local repair person...
Alternatively, you can test that octave key by playing the low E, F, F# and G and opening the thumb octave key on each of those notes. If all but the E jump to the octave easily then it's something to do with the E on the horn. If they all go to the octave with difficulty, then it's a dirty octave vent.
