Ideally you want something tougher than cork for using under adjusting screw tips as they will chew straight through cork very quickly - thin leather or rubberised cork of around 0.3-0.4mm thick.

This is best glued on with Evo-stik or similar impact adhesive. After cleaning all the old adhesive off the key, degrease the exposed surface of the metal and coat both the adjoining surfaces of the key foot and (underside of the) silencing material. Wait for 5-10 mins for the glue to become touch dry and stick the glued surfaces together and trim to shape. Then assemble and regulate the keywork.

You will need to know how to adjust the keywork afterwards as it'll be completely out of regulation. If you're not sure what you're doing you could render the oboe unplayable, so it's really best to leave it to someone who specialises in oboe repairs as there are certain things on oboes that general woodwind repairers may not have had any experience of.
