Sounds like the forked F vent may be out of adjustment. What make of oboe have you got?
That's the small key under the RH C/C#/Eb cluster which opens when RH 3 is down, but should be closed again by the closure of RH 2. Though once RH 3 is raised it will also close it by spring pressure from RH 3, though it needs to be closed when all fingers are down, especially when both RH 2 and 3 are closed together otherwise it will affect everything from D downwards.
So while holding down RH fingerplates 2 and 3, tap the F vent to see if there's any movement. If there is, the adjusting screw at the upper end of the F vent key needs to be adjusted a fraction, and check the closure with a feeler gauge between RH 2 and the F vent, all the time keeping RH 3 held down.
