Does anyone know of a service anywhere where I could get sheet music on IMSLP entered into finale? I want to use it with smart music but the task is a bit daunting to manually enter.

Finale has a companion product that does this, Musitek SmartScore:

SmartScore lite is part of the last couple of Finale versions. It isn't as capable of detail as the full-blown SmartScore or Neuratron PhotoScore, but those are a little pricey. Still, at the rate you'd probably pay someone else to do the scanning, you'd probably make up the cost of the programs after very few pieces.
The problem is that when you scan music into Finale in that way, you usually have to go through and manually correct errors. Depending on how good the original was and how much detail you need, that carries its share of tedium as well, although generally not as much as manually entering the music.

So I'm a bit of a hillbilly. The terms for someone who does this is an engraver. I needed a music engraver to engrave a part into finale from a pdf. I contacted someone at smart music and they pointed me in the right direction.

I'd be interested to know what he charges you. I might start a side business.
The question is, is he going to give you a raw scan result, or is he going to do all the touch-up and correction that anything complicated will need?

He said the general rate is about $10 per page. It's a 29 page piano score but he's giving me a deal and it's going to be about $5 per page. Definitely a skill that if you have it, make some cash off of it!!
