 Could I share on this forum a link to a free Mozart sheet music as well as a nice performance of same on YouTube?  I found one for the beginner who may be looking for a nice clarinet piece...

 There's always some sort of copyright involved. But I think as long as the (shallow) link only points to a page that says "Licence : free download" I think you're on the safe side. 
 
(I think the $64 question is about the "license", not the "copyright")

 I have many of my free sheet music arrangements on free-scores.com. I normally keep the copyright notice on the pieces and I consider them to be free to download and print, but other rights are retained. Here is free-scores' definition: "All sheet music that we feature with an arrangment notice is protected as a derivative work. You can't distribute, display and distribute the sheet music without authorisation of arrangers. Over commercial use is prohibed. " 
 
Since the music there is free to download, I don't think there should be any problem sharing links here. Free-scores has over 30,000 free pieces of music. There is a lot of variation of quality, but since it is free it doesn't cost anything to take a look at something.

 I have no idea what "over commercial use" means though. And there's those pesky performance and recording rights, too. If I were planning a public performance and/or recording any of the music for distribution I'd contact the arranger or composer.

This is a French site and some things are lost in translation. It could mean "other commercial use is prohibited".

This is what I would expect and I always give my permission for simple public performances of my pieces.
