The Buffet 1193 (to low C) sometimes appears on auction sites, but they're usually new ones priced at or near the retail price.
The Buffet model that preceded the 1183 (to Eb) had, in my opinion, a better sound than the 1183 or 1193, though the current models have better keywork. If you're interested in one, get in touch with me privately.
Selmers from the 1970s play very easily and many people prefer them. For m, the sound lacks the depth of the Buffet.

When I looked for mine I just searched online for music stores and called about 200 of them across the U.S.
I found a selmer that was almost brand new for $6500. I don't think there are specific shops that just try to stock used bass clarinets. I do know of a few who have them atm. Not sure if I am allowed to post that here, so send me an email (its in my profile) and I will respond.
