I'm very curious as to why the tempo of this movement has been varied so drastically between clarinet players. If you are reading this, can you please give me some insight on how you approach the tempo, how you were taught, or any related opinions/information please? Thank you. =)

Let me address theory on the 1st part of your question regarding tempo fluctuation among clarinet players.
One suggestion is that the period in which this concerto was written was a time when composers didn't stipulate every aspect and nuance in the music of how they expected it to be performed: hence interpretations arose.
Stanley Drucker, a clarinet living legend, expresses these sentiments in a master class, beginning around 5:00

As far as suggestions on tempo is concerned, why not search youtube for various artist's interpretation of this, consider your own technical skill and acceptance/adversion towards speed, and come up with something that works for you.
