 Clear up Tempo Question Please

Basic question here.

So as not to hijack another very recent thread in which the OP stated, "As many one (sic) may notice if you can tongue 16th notes around 132...", I have a basic question to ask:

I am assuming that the OP is talking about quarter-notes being at 132 bpm, so eighth-notes at double that, or at 264, and his referenced 16th notes at double 264, or 528, so am I right on the terminology? In other words, when someone talks of playing at say, 120 but refers to some other notes than quarter-notes, isn't he/she really saying the tempo for quarter-notes is 120?

Pardon my dumb questions, but although I am learning quite a bit now about music, I never had much formal education on the subject.

yes -Quarter notes 132 bpm, 8th notes are doubled, in as many key signatures as you can. It's not easy, but worth and actually fun practicing.

Now I'm confused.

I assume a beat designation refers to the PULSE you hear clicking in the background. To that, one will usually play sixteenth notes as a rule for scales.

Therefore, set your metronome to 120 and play four sixteenth notes per click.


Right?
