I have a nice Nobelt 27 with all of the rings loose. Is it safe to glue them down and why or why not? Thanks

If you are taking proper care of your instrument, the rings should not be loose.

Hans, unfortunately with older clarinets there is some wood shrinkage over the decades and sometimes the rings do come less, even with the best of care by the current owner of the instrument.
It's fine to use a little bit of contact cement or gel-type cyanoacrylate ('superglue' --- make sure it's the thicker gel version and not the runny original type) to tack the rings on. Clean the mating surfaces first with acetone (nail polish remover) and be very sparing with the glue -- it only takes a few very small drops to hold the ring on.

No. The wood needs to be "re-hydrated" first, then they won't be loose, thus making glue unnecessary.

Most manufacturers glue their socket rings on anyway, I've even seen socket rings stuck on a certain make of clarinet with Evo-Stick which didn't last.
Even Yamaha recommend glueing the socket rings in their repair manual.

Why not shim with cigarette paper and a drop of super glue on one spot?
(To allow for expansion and contraction of the wooden body?)
I use Blu-tak poster adhesive to hold mine in place.
It's elastic and very sticky. If the clarinet expands sufficiently, the Blu-tak will be squeezed out. When the instrument dries (and contracts) the Blu-tak is still in place...
Couldn't say how long it will last.
The first I treated this way was two plus years ago.
