I am not sure, but most flute that are open hole do come with plugs. If you are going to play an open hole flute you really should not use the plugs. It is possible that you will become dependent on one or more of the plugs. This does not allways happen, it is just my opinion and my professor that I get lessons from has seen it a few times. You can use them if you want. It is very rare that whis will happen anyways, but possible. Also even if this flute does not come with plugs just go to you local music store and buy some. They are only like .50 cents for the really cheap one. They don't need to be expencive anyways.
Hope this helps.
